With 4 way transfers responder need not have a a 4 card major, so after 1NT/2c/2h/2NT responder is showing an invitational hand and inviting opener to bid 3NT with a maximum. Since 2NT denies the heart fit, partner can no longer bid 4 spades (with 4S of his own and 17 points) with confidence that you are holding 4S.
